I can also report that access using iCloud Private Relay as well as Cloudflare Warp is working this morning. Thanks to the admins and volunteers that keep this site running!
I concur that blocking entire class B's is a nuclear option. As I wrote above, there are commercial options for dealing with these problems such as Cloudflare Bot protection (which is free!), Azure Front Door, or AWS Bot Control (and pretty much most commercial WAFs), and I hope the admins are looking into something like this. I'm aware commercial solutions cost $ and Bogleheads runs on tight budget, but I would be happy to make a donation to help get this going.Blocking entire class B's is rather nuclear but certainly explains the selective nature of the outage.
